RH-7.3 binaries can be built from the rh-7.2 src rpm. RH-9 binaries can be built from the ils-3 src rpm. IMPORTANT NOTICE: Due to highly increased download traffic, I'm unable to provide the full src rpms anymore but switched the cyrus-sasl packages to nosrc rpm. To rebuild it, just install the nosrc rpm, then check the spec file for the missing source files and download them to your rpm SOURCES directory. Then do a normal 'rpmbuild -ba cyrus-sasl.spec' to build rpms.
